Prepare vegetables: Slice red pepper into 1” pieces. Slice snow peas diagonally lengthwise, peel orange and cut into 1” pieces, trim broccoli into small florets, roughly slice scallions.
Bring a small pot of water to a boil. Add broccoli florets for about 2 minutes, until they start to become tender. Remove from water and put in cold water or ice bath to quickly cool, set aside to cool.
In a bowl, combine cooled broccoli, red pepper, orange, red cabbage, snow peas.
Bring a pot of water to boil, add angel hair pasta and cook per instructions, about 1.5 minutes.
Remove from water and put directly into bowl with veggies. Add about half the dressing mixture over top and mix all ingredients together. Save the remainder.
Cover and refrigerate to cool or serve warm room temperature.
When ready to serve, top with sliced almonds and scallions. Add additional dressing if needed.
